The biggest barrier to creating safe and supportive school environments is bullying and harassment. According to a national study by Harris Interactive titled From Teasing to Torment; bullying and harassment based on perceived or actual sexual orientation was reported by 33% of teenagers and was the second most reported form of bullying. The third most reported form of bullying from 28% of teenagers was on a student's gender expression.
